Sign? What sign?

We only drove our rental car downtown one day. As we were looking for a place to park, we read this sign:For some reason we only saw the bottom portion. We were careful to move our car after a few hours, so we didn't exceed the time limit (we only backed it up several feet, but it still counted). However, not realizing that the car had to be OFF the street after 4 p.m., we came back at 5:00 to find this:We're not sure how they moved the car off the street and onto the grass, but it's likely they were going to tow it next. I would have died a thousand deaths if they had done that. Instead, we got a fine for $100, which I would consider not paying, but then my license would be suspended because the car was under my name, and I can't bear the thought of not driving in D.C. again - it was too much fun.In a related story, on our last morning riding the subway, we got stopped by a nice man who asked us if we were new in town. We were a little baffled. It was the end of the week and we thought we had this routine down enough to blend in with the locals. Apparently, it was the Starbucks hot chocolate we were carrying that tipped him off. There's also a $100 fine (they love this number) for eating or drinking on the subway. Didn't see that sign either. Luckily, we had a short ride and got off without detection. I don't think my conscience could have handled another mess up after all my attempts to be thrifty with the planning of this trip.
